Bid & Proposal Manager (m/f/d) Romania

As a Project Manager for Romania, you will hold a key position within our team, managing Romanian procurement projects and playing a central role in building our footprint in the region. Working closely with our world-class team in Germany, you will contribute to pushing the boundaries of drone technology.

You will collaborate with stakeholders across various areas to ensure the successful execution of projects. With your strong organizational skills, you will support Quantum Systems’ mission to establish unmanned aerial systems (sUAVs) as the benchmark for airborne data collection solutions.

What is your Day-to-Day mission:

• Leadership and Oversight: Manage sub-projects within our procurement program in Romania, ensuring compliance with national and EU procurement regulations.

• Project Execution:  Ensure smooth project workflows by managing budgets, timelines, and resources while monitoring implementation to meet objectives, customer requirements, and regulatory standards.

• Customer Support:  Act as the main point of contact for customers during the implementation phase, addressing challenges and coordinating with product management and support teams.

• Tender Coordination:  Oversee the RFP process for Romanian and European military contracts, including the preparation, submission, and negotiation of bids according to procurement guidelines, schedules, and defense standards.

• Regulatory Monitoring:  Supervise European and Romanian procurement processes, manage complex contracts, and ensure compliance with regulations and EU defense directives.

• Stakeholder Management:  Act as the primary liaison for internal teams and external military stakeholders, including European defense procurement authorities, to ensure clear communication, risk assessments, and performance reviews.

• Cross-functional Collaboration:  Work closely with the legal team, product development, technical experts, and compliance teams to meet the complex needs of military clients.

• Reporting and Transparency:  Develop and present project outcomes, including risk management, compliance updates, and milestone reports, to company leadership and government officials, ensuring transparency throughout the project lifecycle.

What you bring to the team:

• Project Management Experience: Proven success in managing projects, ideally within European military procurement. A project management certification (IPMA, PRINCE2, PMP) is an advantage but not mandatory.

• Procurement Expertise: Experience in military procurement processes, including handling RFPs, RFIs, and ITTs for military or government clients. Familiarity with relevant Romanian procurement laws is a plus.

• Specialized Knowledge: Comprehensive understanding of Romanian and European defense procurement regulations, EU defense directives, and applicable Romanian national laws.

• Tendering Skills: Demonstrated proficiency in managing RFPs, RFIs, and ITTs for defense or governmental clients.

• Solution-Oriented Mindset: Ability to adapt quickly to changing circumstances and requirements while devising creative solutions for unexpected challenges.

• Resilience: Maintains composure and focus under pressure or heavy workloads.

• Flexibility: Willingness to support clients outside regular business hours or on weekends in exceptional cases. Ready to travel (up to 30%), including on short notice, as required by project demands or customer needs.

• Operational Competence: Capable of navigating complex regulations, schedules, and approval procedures across multiple jurisdictions within European military procurement environments.

• Organizational Skills: Excellent project management abilities with a proven track record of managing multi-year, cross-border projects and complex tenders for defense clients.

• Communication Skills: Exceptional communication and negotiation abilities, with experience working directly with military clients and preparing detailed project documentation for government authorities. Fluent English and native-level Romanian are essential; additional German skills are advantageous.
