Terms of ReferenceSince the start of the international armed conflict in Ukraine which has forced some 5.9 million people to flee their homes seeking safety, protection, and assistance across Europe, more than 5.3 million border crossings from Ukraine and Moldova into Romania have been recorded. The Government and various stakeholders including civil society, the private sector, volunteers, and international organizations have responded to the crisis with generosity and hospitality.
As of 11th March 2024, 77,249 Ukrainian refugees remain in Romania. Among them, at the time of writing 155,301 individuals have been registered for Temporary Protection (TP) status. In addition, Romania registered 10,156 asylum applications in 2023, and is currently hosting around 4,600 beneficiaries of international protection and subsidiary protection, including nationals from Syria, Somalia, Iraq, Afghanistan, Iran, Ukraine, Yemen, Palestine, and some stateless persons.
UNHCR supports the Government of Romania overall response in coordinating humanitarian actors under the framework of the Regional Refugee Response (RRP) and through the Refugee Coordination Forum (RCF) and sector working groups. The RRP response is aligned with and complementary to the National Plan (NP) of measures for the protection and inclusion of displaced persons from Ukraine, beneficiaries of TP in Romania, a vision for the medium and long-term refugee response in Romania.
The UNHCR Field Office’s area of responsibility includes 11 counties in Northern Romania where five implementing partners respond in ten locations. In this regard, the Field unit as part of the Multifunctional team (MFT) in Suceava, under the guidance of the Head of Office (HOO), covers the Area of responsibility (AOR) as liaison and engages with authorities, humanitarian stakeholders and the community, for advocacy, coordination and monitoring, with the technical support and collaboration of the Protection team and the MFT.
Regarding Field Unit Activities, the team is accountable for monitoring and documenting the implementation of the following components of our response: Basic Needs, Border Monitoring, Emergency preparedness, and supporting and monitoring the building of safe and sustainable humanitarian services ecosystems and narratives, facilitating access to services and official information to the refugee community, respecting their rights and dignity, with a closely collaboration of different Stakeholders and listening to the voices of the community.
The Field Unit provides the most appropriate course of action on identified vulnerable families, protection and assistance needs of refugees and asylum-seekers, and monitoring and triangulating information regarding the context, trends and security incidents that can have an impact in the community and stakeholders for the decision makers.
The Field Unit is accountable for reporting on time and managing and controlling the repository of documents produced in the unit and with the MFT, as Mission Reports, Meeting Minutes, or other documents related to the Field Unit.
The unit's duties are coordinated and collaborated with the local MFT and the Country Office in Bucharest when needed under the guidance of the HOO.

The Intern is a member of the field team in Suceava Field Office. S/he may report to the Associate Field Officer (AFO) or the HOO in Suceava. UNHCR provides interns with a learning opportunity to gain knowledge and practical experience related to their academic programme or future work in a field related to UNHCR’s mandate. By being directly exposed to the work of the Organization, interns have the chance to develop their skills and aptitudes. Interns will have the opportunity work in a multicultural setting and can work directly with partners and communities of refugee and stateless population.

The position
The intern will be involved in the day-to-day activities of the unit and participate in missions when is required. The Intern is expected to support interventions on the field related to communication (including translation when needed) with communities and stakeholders, providing feedback and information to the Office. S/he may also provide necessary assistance in the coordination of UNHCR events, translating letters and briefing notes, and coordinating or supporting in the preparation of meetings with authorities and other stakeholders. To increase awareness of the mission of UNHCR, the intern will also support activities related to public information. To achieve this, the intern will work with multifunctional teams and establish effective communication with stakeholders, including protection and assistance partners.
Duties and responsibilities
In order to be considered for this internship, the following criteria must be fulfilled:
• Monitoring of stakeholders Portfolio: The intern, in cooperation and collaboration with the Field team and the MFT in Suceava, will assist in the logistic and coordination with stakeholders for events, meetings, missions, need assessments, or others that are required by the AFO when is needed and with the guidance and support of the team.
• The intern will participate and assist in different Missions, when required, and under the guidance of the AFO, and in collaboration with other colleagues. Possible activities include Cash Based Interventions (CBI), Core relief items (CRIs), Site assessments, Border Monitoring and Emergency preparedness.
• Coordination Portfolio: The Intern will assist the AFO and colleagues, when requested, during meetings, consolidating the information that will be processed for further actions or escalation. This will include drafting meeting minutes, mission reports, reporting and tracking of action items or other documents requested.
• Reporting Portfolio: The Intern will assist colleagues in the unit to document and consolidate the documents and reports regarding the Field activities in One Drive under the guidance of the AFO and the support of the team.
• The intern will support the team under the guidance of the AFO and in collaboration with the MFT, regarding the consolidation of information, regarding security, trends movement and others that are part of our strategy and under the FU area of responsibility.
• The intern will support the team regarding the inventory and report of Not food items (NFIs), with the guidance of the AFO and team members.
• Perform other related duties as required.
Minimum qualifications required

In order to be considered for an internship, candidates must meet the following eligibility criteria:
• Be either a recent graduate (having completed their studies within two years of applying) or a current student in a graduate/undergraduate school programme from a university or higher education facility accredited by IAU/UNESCO; and
• Have completed at least one year of undergraduate studies in a field relevant or of interest to the work of UNHCR.

NOTE: An individual whose father, mother, son, daughter, brother or sister is a staff member of UNHCR, including a Temporary Appointment holder or a member of the Affiliate Workforce, is not eligible for an internship.

Desirable qualifications and skills
• Proficiency in Ukrainian, Romanian, and English. Ability to translate documents accurately between the 3 languages.
• Good analytical skills with competencies in written and verbal communication
• Strong knowledge of Microsoft Office Suite, particularly Excel, Word, and PowerPoint. Ability to create, edit, and format documents and presentations.
• Ability to work collaboratively in a multidisciplinary team and multicultural environment.
• Self-motivated, positive attitude and willingness to learn.
• Interest in refugee and asylum-related issues and protection, including international and EU norms and standards, will be an added value.
Conditions
It is a full-time role with working hours starting from 9.00am to 5:30pm Monday to Friday (40 hours per week), including 30 minutes break. The successful candidate will be assigned to support the team in Constanta, Romania
Allowance: Interns who do not receive financial support from an outside party will receive an allowance to partially help to cover the cost of food, local transportation and living expenses.
